This package contains Romanian thesaurus, spelling, and hyphenation dictionaries (ro-RO locales). The dictionaries implement the current orthographic rules in use in Romania ("â din a"), but with the old "cedilla" character set.
Pachetul implementează ortografia contemporană cu â din a, dar utilizează setul de caractere "cedilla" pentru compatibilitatea cu versiunile Windows XP şi anterioare.

I understand the need for compatibility with Windows XP (which is out of use for ages), but this extension is NOT recommended because it does not use the standard Romanian cedilla for diacritics. It uses the Turkish characters (probably the only ones available in XP at that time). DO NOT use.
On my system (win10, oo4.1.5) works fine, but only if the .oxt file is OPENED from within OpenOffice. Doubleclick installs something, but it DOES NOT WORK.
So "open" any document, and then "open file" in the menu and browse to the download folder. Success.
